G 'n R Civil War quote

The quote at the begining of this song."What we have here is a failure to communicate". Where is it from? I think it's a film clip and it's driving me nuts trying to find it.
Any answers out there?

It's from "Cool Hand Luke", spoken by the prison governor played by Strother Martin (I Think)
