Freeware 'Paint' package?

Can anybody recommend a 'Paint' type software package that's available as a freeware download. It doesn't have to be as sophisticated as PaintShop Pro or Photoshop, but just needs the basic functionality. Any help appreciated.

I had a look at GIMP but I'm not sure it's ideal for the purpose in mind. It's going to be used by my friend's kids and I'm concerned it might be a bit too high-end for what they need. I came across two other products Pixia and Photofiltre - does anyone have any knowledge of these?
