Stadium and statue for 1966 (cough, cough) goal linesman.

Geoff Hurst is in Baku, Azerbaijan at the Tofik Bakhramov stadium to unveil a statue of Tofik Bakhramov.
Apparently, Tofik Bakhramov is the linesman who insisted Hurst's second goal in the 1966 final at Wembley had crossed the line.
Now I could understand a knighthood here in England but a stadium and statue in Azerbaijan? What's that about? Can we now expect him to be in line for early canonization?
