It was John Kongos indeed and I think it was called Tokoloshie man.

Sorry wrong info, Tokoloshie man was another Kongos track. The one you are takling about was called He's gonna step on you again.

....And from what I remember, the two tracks mentioned were the only decent things on the [Kongos] album. I was severely disappointed, so if you see it on vinyl or re-issued, don't get your hopes up.
