On a British Legal Document, I am stated as being the father of my brother ...
A true statement about the document, though the document itself is of course inaccurate. My brother was born one day less than thirteen months after me! Can anyone guess how this could be?

Your brother's father's name was either identical to yours or close enough that they made a mistake when filling out the form??

Though the error was not as you suggest it might be, the result of a similarity of name - I don't share my father's name beyond my sirname - I don't think the undoubted untruth of the situation was anything other than a compromise. It was properly stamped and cause no trouble for a number of years. It would not pass muster today though.
As for the second part, I won't spoil it yet!

Nothing complicated really. My mother was at the time a Norwegian National. My brother and I are British. So we could not be added to her Passport to travel to Norway. My British Passport was issued before I was six months old, so I could go with my mother to her parents in Norway, and when my brother was born a few months later the Passport Office added my brother to my British Passport under the designation "children/enfants" of George Johnson so I can amusingly state that, on my first Passport at least, "I am my brother's Father!" Even though he is only thirteen months younger than me!
