CDs with their barcodes suppressed

It all started with a copy of James Blackshaw's "The Cloud of Unknowing" which I bought inexpensively from a US ebay seller earlier this year when I couldn't find a copy anywhere in the UK.
It arrived, brand new, but with barcode scratched out.
I've bought a few discounted CDs recently, from a high street shop (of sorts), priced from £2-3 (hey, big spender!)
Stickers placed over the barcodes. All of them.
What's going on?

Quite often I have seen a second barcode sticker placed over the original, on sale items. I would have thought the till would have been reprogrammed but what the heck do I know?
