Point of order! GMT or BST?

It says here, "All times are GMT."
In fact they are now BST, as the posted times seem to be such. I know that I made a posting alerting Naim in March that the clocks had indeed moved forward by one hour, but the Forum was still behind...
Peter stockwell from Paris alerted me to the fact that GMT would be retained throughout the summer time, given that, "All times are GMT."
Precisely when did Naim decide to move the clocks forward, and for what reason?
