...er what is a promo CD?

When skimming Ebay I keep seeing cheap promo CD's. I realise I'm not absolutely sure what these are!
Are they basically the same as the retail version just without the packaging or do they mean poorer sound quality? I realise some can have slightly different track listings etc.

They are the pre-release versions that record companies often send out to reviewers and radio stations for free. ( new release promotion )
For old vinyl records, the promo versions are sought after items as they can sound better than later pressings possibly because the stampers are fresher.
For promo CDs, I'd think that they sound pretty much the same as the general releases. ( someone correct me if I am wrong )

Simply that thet were made to give to DJs etc. The CDs are kosher music-wise, but the packaging varies from the full version (maybe with a stamp on it) through being shipped in a CD Single case down to coming in a plastic wallet.
Of course, in the old days getting a promo LP meant that the chances were you were getting something off the first stampers and so they were something worth having.

I wonder if a Promo CD will still be identified by the HDX database online? We shall see.

There are actually quite a few promo CDs that have become collectors items. Some promo CDs carry a 'Not For Sale' stamp in the inner hub.

Some promo CDs have tracks that are not available on CD elsewhere. There are a couple of Underworld promo CDs that have tracks only available as MP3's to buy.
There are a few promo CDs that have have different tracks to the released album, sometimes tracks that were not included on the final release.
They sometimes have remixes, that are only for promo/DJ play, generally only on techno releases.
This is the exception rather than the rule.

Its all a bit of hit and miss.
As a keen collector of a certain singer , i accidentally discovered that a lot of her promo cd singles and also general release cd singles have tracks with quite different mixes on than the same album track.
Because not many people seem to bother with cd singles it was easy to pick them up fairly cheap , with a few exceptions. Its also rewarding when you finally find a rare elusive disc.
