Possible dampness problem. Peeling wall paper with air bubbles

In the spare room in my flat there is wallpaper peeling on a sloping ceiing. Air bubbles in the wall paper. Underneath I think there is a tiled roof. I think it's dampness and a roofing problem that can only get worse.

Any DIY guys have an idea ?

If it will cost more not to renovate the room then the landlord will have to do something.

Sloping ceilings are a nightmare as they aren't quite a roof space and aren't quite a wall. If it's a old building then it's likely to be an uninsulated roof slope with minimal or zero ventilation. Dampness or rainwater getting in is only going to come one way; yours.
You might find that water has been driven in due to a freak wind direction and you won't see it happen again, but on the other hand, if it's a constant problem, then the timbers will eventually rot and cause serious building work to be done. The sensible thing to do is get the landlord in to look at it and get a roofer to find the cause and fix it. You might then get away with redecoration. If it ends up that the plaster needs to come down, then he'd probably consider putting in insulation and ventilating the slope, and then you are talking proper building work.
Looks like a patch up job.
