Does anyone know how to replicate the effect of putting a soft focus filter under the enlargge lens, where the shadows bleed into the highlights in Elements?

I don't use elements guess gussian blur is your friend

The best way to create a soft focus effect is to create a duplicate layer, apply guassian blur (experiment with settings), then adjust the transparency of the blurred layer to taste.
