Help! Punk knowledge needed!! Please read or I'll go nuts!

Can anyone tell me WHO did the below lyrics, and from WHAT song - I don't know the answer but there's a lot of knowledge here!
It's a punk track - early 80s (kind of sounds like DOA or The Exploited but it's neither (I think)):

If anyone knows I'd love to - had this song on tape for a decade and no-one knows who it is - including the guy I copied it from - and he's the most knowledgeable punk I know!

Yeah - Kill has some of the funniest lyrics ever - I've not heard the b-side of the EP though as the tape I copied the tracks off of only had Kill and Gobbing on life on - considering a punk made my mate the tape I copied from, the sound quality was pretty good. Most punks don't seem to care about sound
