Musical Haiku question

Can anybody identify the author of these lines & the album on which they were set to music?

'The rain falls like diamonds
Pinpricks the still waters
Upon the green sheet
Of the sleeping sea'

I think it's Roy Harper's Blackpool, and that it actually goes like this;

The rain falls like diamonds
Pinpricks the still waters
And spreadeagles its laughter
Across the green sheet of
The sleeping sea
