Anger Mangement needed for NYPD?

I am a cyclist. I lost a good friend a couple of years ago who died after hitting the pavement (wearing a helmet) at about that speed.
In the best tradition of the U.S. I hope the cyclist sues the Ass off of the N.Y.P.D.
O.K. this is 1 min or so of footage but for the life of me I cannot think what possible justification the officer thought he had for his actions.
Perhaps the rucksack created a potential bomb threat, or perhaps the man in blue is just a thug with a badge!

This happened during a "Critical Mass" event.
Whilst I have issues with the whole Critical Mass thing this behaviour is inexcusable.
The cyclist was arrested and charged with asaulting a police officer among others. The cop in his statement said he attempted to stop the cyclist, but the cyclist changed direction and tried to run him down. Then the video surfaces and the shite hits the fan....

Cop is an a$$hat and needs not only to be out a job but also a bit of time in the can as well IMHO.
