Conserving finite oil resources?

Given that even if there may be more oil than is known about now, is there any compelling reason for any nation to conserve oil at the expense of its own economic well being?
My reason for asking this question is that there seems to be absolutely no sign that the remaining oil is being conserved by any nation. It is certainly true that the oil will effectively be exhausted. So depressing any specific economy will only leave the country that does this less economically able to deal with the transition to a post oil-driven economic position.
If there was any sign that there was a consensus in the aim of trying to conserve the remaining oil as a team effort between many nations, then I think there might be some sense in it, but given that if the USA, or the EU [as a block] were to adopt such an abstemious way forwards, then the oil would simply be used up by deveolping economies in any case ...
