Not much going on in Arlington in the evening as I recall.
I'd be tempted to stay in Alexandria where there are many bars and restaurants - unless you can get a cheap deal in Georgetown.
The Holiday Inn in Alexandria is similar in cost to the Days Inn and from there you can get the King Street Metro into DC (and elsewhere) saving you taxi and hire car costs.

There are several places along Highway 1 in Alexandria that look like no-tell motels, sketchy, but probably cheap and plenty safe for guys traveling in a pack. They'll be a short bus hop from a Metro station which would get you into DC. They'd be a cheap cab ride from downtown Alexandria as well. I can jot some names, if you're interested.
Northern VA and DC are hotter than the hinges of hell this time of year, so be warned.
