Can anyone recommend where to make a start on appreciating the recorded work of Miss Ella Fitzgerald; and also Ms PJ Harvey ?

For PJ Harvey I would start with ‘Stories from the City, Stories from the Sea’, I think this is her easiest album. PJ purists however think this album was a bit of a sell out. My favourite album is ‘Dry’, I also own ‘Uh Huh Her’, but never really got on with that. If it’s of interest, all these albums are available on vinyl.
Can’t give you any sensible recommendations for Ella.

I am nuts about Ella's vinyl recordings (late 50's through 60's). Her voice was at its most melodic and flows beautiful in the Vinyl form.
Try "Clap hands here comes Charlie"
"On the sunny side of the street" with the Count Basie Orchetra
"Fine & "Mellow, Ella jams" with Clark Terry & Joe Pass among others
"Ella's golden favorites"
