I had friends from Indiana who claimed their county didn't observe DST - not sure if that is still the case.

 

And a little research brings this issue to light - apparently it changed in 2006:

Saskatchewan doesn't have DST.

Arizona does not have summer or winter time  - it stays at GMT -7 all year so in Summer time it is on California time and in Winter time it is on New Mexico time.

 

Apart from the area in the Navajo Nation which does observe summer time.
