More likely to be a problem putting it close to the preamp, I think. That said, I wouldn't actually put on top of the power amp. Do you have space to spare on the floor under your rack?
As Chris says, best kept away from the pre-amp (as you would with any power supply). The NAPSC is no different to any other Naim PSU in that respect.
i moved it away from underneath my power amp it was about 2 inches underneath it and my hifi sounds alot better now
In a worst case scenario where it cannot sit on its own shelf, placing it on a power amp or other power supply situated over the transformer in that unit (the front half of a HC, the front-right of everthing else) will ensure that it's own transformer is not directly over any signal carying circuits.
Generally, putting it on the floor is preferable to stacking on another unit which is saying something since nothing should ever really be put on the floor.
If you can go the extra mile and get it on a dedicated shelf then do. I actually stick mine, together with a few other non full width compoenents on a seperate rack (2/3 width Quadraspire midi rack).
