Unlikely to break even the mildest inhibition on that, let alone the law.

I saw something like this in Tucson last month, it emerges from Gentle Ben's Micro Brewery and trundles up and down University Boulevard powered by a dozen or so "drinkers"

It actually looked like quite strenuous work - and you would not get a chance to drink much.

Oh and the beer is rather nice
