Queensland floods and the "stoic" response

The tragic Queensland floods are big news. Worse happening elsewhere like Brazil, but still big news.
There are a lot of stories about the aussie fighting spirit, preseverence, can-do attitudes, resilience and hard work in the recovery phase. One story I read claimed that people were reassuring each other with the phrase "remember you're a queenslander".
My question is; Is there any tribe/group/nation/race in the world that does NOT feel that they, as a group inherently have a similar stoic, altruistic and co-operative nature in the face of adversity? Is there any group of people in the world who, when faced with disaster, say "We give up, we're just too easily discouraged and lazy to deal with this, and besides, we really don't care"?
An allied question. Has there ever been a young person tragically killed in a car accident who was not "just a wonderful, popular, beautiful and caring person, so full of promise"? Has there ever been a young person tragically killed who was actually just a bit of a prick whom we're probably better off without? Not that I've ever seen reported in the press. Maybe the deaths of unpopular arseholes just isn't news.
