I don't think the statistics from respective EU member states would bear that out. Sweden used to be the safest country in the world for road accidents, then the UK reached the top spot in the early Nineties. We've since pissed our exemplary safety record up the wall with speed cameras designed to trick drivers into committing an offence for the purposes of revenue and transport modal shift.
