British comedy series - forgotten the name

Around 1989-90 a British comedy series played in New Zealand. I can't for the life of me remember the name and I have googled to no avail.
IIRC it was set in a technical college and one of the teachers kept a diary from which his voice-over read every so often. These voice-overs always started with:
"Another day in the pissant swamp..."
Does anybody remember the name of the series?

Could it be "A Very Peculiar Practice" - the "hero" was a young doctor in the medical centre of a University?

Ahhh, yes, I think it was! I remember Graham Crowden mostly and I think it was him that voiced the "...pissant swamp..." line. I had the distinct memory of it as a comedy, although when I googled that it was described as a dark drama.

I think black comedy is the best way to describe that series. It was a bit surreal at times but very good.
Peter Davison (who played the young doctor) is starring in a new series on ITV, the trailers make a reference to the some of his previous work including A Very Pecuilar Practice, Doctor Who and All Creatures Great and Small.
Do I see a bit of type casting here?

It's on DVD! And it's just as good now...
It's amazing how many great series have Nuns and/or People of restricted height in them.

How frightening - I was recently thinking back to the last time I ever made a weekly date to watch a television programme - Most Peculiar was that.

It was on BBC4 about 12 months ago. I hope they show the second season. Black humour at its best.
