I thought it was a generic term for white folk

Gil Scott Heron uses the term in 'The revolution WNBT'

To him then, e-diaries are usually an alienated and deceptive form of thought - "an honesty and sharing so proudly conditional that without knowing it one is really more dishonest and separated than not." Instead, he encourages forms of expression that are "deliberately as open and conscious as possible, testing the limits of the personal meanings you can share, so you at least consciously come to know why you choose not to when you do."

Well it made me laugh.

The only references I found to Tom or Uncle Tom is to an over servile black man or a black man who wants to be white, as in the character Uncle Toms Cabin.
TOM in computer speak, Totally Obiedient Moron.
