I think the fire stuff neatly illustrates my point. The army of IT consultants really isn't the problem. It starts with central government getting an idea and refusing to listen to sensible voices. It continues with the IT sector seeing pound signs. Then you have the legal side. Best to say that perhaps their hands are tied by ideological views and that procurement have a role dictated by rules from elsewhere, such as Europe. Then you have those people within the fire service (for which read NHS or whatever) who want to use it as a stick to beat othes with to draw attention away from their own empire builiding etc.
Given the complexity (and I've barely touched the surface) I fear the concept of "waste" is little more than meaningless.
