It's a well known fact that criminals start small and move onto bigger things.
The coucil wardens are just doing their job and good on them.
In my day the local consteble would have given everybody concerned a damn good hiding. They should just think themselves lucky.

I like what they say about acting - that it's all about sincerity and that once you learn to fake that, you've got it made...
