Of course when the State in it's incapacity/lack of will to properly deal with the situation takes the easy route (often used) in medicating problem individuals to the eyeballs, when they become unruly teenagers out on the razz to get dosh for more dope that they're nicely hooked on thank you very much´, they can be arrested, provoked, and banged up for years to come, providing local jobs for gaurds, psychologists, etc, & some military cannon fodder to-boot.
