Can't find the word I'm looking for (re: pharmaceuticals)

I have been doing a little online research into issues to do with bioequivalence in generic drugs. There is a technical word (beginning, I think, with the letter "p") that describes the substances used in the manufacture of presentations of the drug which stabilise the active chemical but which are not themselves pharmacologically active. They're sometimes called "fillers" - but there is a technical term.

I've lost the word. Can anybody help?
