No-one is going to claim it - obviously - so I hope the boy gets to keep it. Without knowing who sent it there can be no evidence of a crime, so I hope he isn't cheated out of it. He'd be sensible to keep it quiet too.

Can the boy (ie: his guardians) show clear title to the money merely because it was sent to them in the mail?
If they cannot - but they are able to claim the money because the Police do not contest it - and somebody subsequently shows up who can show clear title to it, then they'd have to give it back.
