Iowa question

There have been lots of report from what's happening in Iowa right now, even here in Sweden. But some things mystifies me and I'm sure the American friends can answer it:
1 - It is the Democrat's that are selecting their candidate as there is a Republican that is the sitting president and is up for reelection. But if situation was the opposite, would the Republicans do exactly the same? And why?
2 - If it was the situation when the sitting president had already served his two terms and booth sides had to elect a candidate, would they all meet up in Des Moines at the same time?
3 - Is it the people of Iowa that does this selection by some kind of voteing? And, if a voter is, let's say, a Republican does he/she then typically vote on one of the Democrate candidates (if the situation is like this year) or does he/she just stay at home?
