Even more impressive last year they were revving tp 20,000 RPM. There's a limit this year to "only" 19,000 RPM.

I've seen that video quite a few times and think it's the Arrows team's swansong. So not even a top notch V10 engine.
In practice for the 1993 European GP at Donington Derek Warwick messed up a gear-change (remember when that was possible?) and the telemetry showed the engine went to about 23,000rpm. It made it back to the pits!
