Will copy write protected pre recorded VHS tapes be able to be recorded onto DVD?

Simple answer - yes. VHS tapes can be protected from being over-written but not from being copied.

Sorry but perhaps not quite so simple. Pre-recorded VHS tapes were often protected by Macrovision which meant they couldn't easily be copied. You'll need to make sure that the process you intend to use can cope with this possibility or you'll get copies which flash, buzz, roll, and are generally unwatchable.

I've copied protected VHS to DVD by recording through my TV - my DVD recorder will record what ever the TV is showing through the AV2 SCART socket - seems to just work - doesn't work through HDMI though.
