Rock? The Beatles!
...and XTC, Crowded House, Badfinger, ELO, Moody Blues etc. Some would argue that this is really Pop, but that's where the melody is.

Well I think The Stranglers are rock, and I think that 'Golden Brown' and 'Midnight Summer Dream' (single version) are as melodic as you can get! Lots of their 80s albums like Feline and Dreamtime have the tunes you are looking for.
Umm... Everything but the Girl - Amplified Heart? Prefab Sprout - Steve McQueen? China Crisis - first three albums?
And then there's Kraftwerk...
