Having seen penguins on TV frog-marched around their enclosure because it was far too small to allow them reasonable exercise perhaps this "humanitarian release" was seen as beneficial to Toga's wellbeing?
If PB ate a whole penguin these days he'd probably increase his PCBs to a level close to that found in the native peoples of Greenland. (and that in Killer Whales)
BTW: Polar Bears are now drowning because the distances between ice sheets have become too great to swim safely thanks to Global Warming.
Stay out of the water PB! Leave it to masochistic solicitors and (other) sharks.

The missing penguin story has been a great item for the Southern TV news as currently there is a drop off in axe murders, fraudulent politicians etc in the region

You must be having us on as any fule knowz polar bears live in the arctic and penguins in the antarctic, therefore they are not part of your regular diet.
By the way folks, I went to see March of the Penguins last week, documentary about Emperor Penguins. Great film, I recommend it. More penguin recommendations: Death and the Penguin by Andrey Kurkov, black humour novel about a man and his pet penguin in Kiev. Excellent.

Plod found a note in the cage saying that Toga had gone off looking for Pingu ans he might be gone some time.

The Polarbear likes to travel and penguin is a bit of a luxury but when they leave the bolt of the door what else am I supposed to do?
