There is no concept of a common-law wife in England (though there is in Scotland) hence the 'need' for change.
The CSA exists to enforce parental financial liability already - although it does the job poorly. I think that the main right needed now is the ability to leave possessions to another person without any Inheritance Tax liability, as can happen currently only between married couples.
Why this right should be restricted to couples of any formulation is unclear to me. Why shouldn't it simply be the right of any individual?

The Civil Partnership Act 2004 comes into force on 5 December 2005. This will enable same-sex couples to obtain legal recognition of their relationship. Couples who form a civil partnership will have a new legal status, that of ‘civil partner’.
Civil partners will have equal treatment in a wide range of legal matters with married couples, including:
Tax, including inheritance tax.
Employment Benefits.
Most state and occupational pension benefits.
Income related benefits, tax credits and child support.
Duty to provide reasonable maintenance for your civil partners and any children of the family.
Ability to apply for parental responsibility for your civil partner’s child.
Inheritance of a tenancy agreement.
Recognition under intestacy rules.
Access to fatal accidents compensation.
Protection from domestic violence.
Recognition from immigration and nationality purposes.
When civil partnership is introduced there will be important changes affecting same-sex couples who claim income related benefits, regardless of whether the couple decide to form a civil partnership.
In order to form a civil partnership you must first give notice. You can give notice of your intention to form a civil partnership from 5 December 2005 and the earliest a civil partnership can be formed is 21 December 2005. A civil partnership can be formed in England and Wales at a register office or an approved premise.

Surely the bit highlighted in bold is referring to married couples? And equal treatment be it same sex or married.

I incline to think the law shouldn't involve itself in the politics of couples; I'm also inclined to incline against anything that encourages marriage, since it is a source of copious misery throughout the world.
People make too much of a trifle when it comes to personal relationships. If you want to live with someone then live with them, if you don't then don't. If you did but don't want to now then don't do it anymore. And that's it.

I may well be interpreting it wrong Bob, as I've read it a dozen or more times, and it's not making sense. Perhaps It needs rephrasing.
I think it should read... Civil Partners will Have the same legal rights as straight married couples. Which isn't ambiguous IMO.

I find it amazing that the above folk (as do many others and I don't mean this negatively) can't suss this rocket science without debate!

Paste on well thick Dijon mustard all over.
Totally cover with slices of semi-mature Gouder/Chedder or similar.
Totally cover that with freshly sliced thick tomatoes.
Then chopped black olives, crushed garlic, mixed in olive oil (Cretian) chuck it all over.
Sprinkle fresh Thyme over the shop:
Bung in thingy at 200 for 30 (arf a click)
Turn oven off, go to pub, get wrecked to the extent of your choice, return to best late night munchies of all time.
Go to work with 4 hours kip, unshaven and impress your new boss with a close up eye to eye chat about your latest ideas on how to improve company IT systems, ie, fire present mob, and (I ain't sayin nuffin)*
