German Pullution Control in the Cities

I have been referred to the various web sites that explain the need for cars in Germany to display a sticker that indicates how polluting thy are.
I think this is the site

How draconic is the system in practice - how essential is it to have such a sticker if one was planning to avoid the big cities.

They are quite strict in Munich, which is probably reflective of most big cities. The police seem to have been running control checks recently.

I checked on the city main website and in the German text it specifically states that tourist vehicles are not exempt. There is an online application form but I am not sure this applies to vehicles registered outside of Germany. If you know where you are going, it might make sense to look at the city's official website or even contact the German embassy in the UK beforehand.
