"Inter arma enim silent leges" is a Latin phrase meaning "In the face of arms, the law falls mute," although it is more popularly rendered as "In time of war, the laws fall silent." It was said by the Roman Cicero in Pro Milone, and phrased as "Silent enim leges inter arma".

In french there is the equivalent "ce qui se concoit bien s'énonce clairement" from a certain Nicolas Boileau.
It could use a corollary: if you're saying nothing new, it's a lot easier to be understood.
