Facebook "scribbles"

I've noticed that some names on Facebook postings are obscured by what looks like a 'Paint' 

 "scribble".  Can't ask the posters because they have posted comments to my son-in-law's items, and he hasn't responded to my query.  So, I assume they have enabled something.  What is it?
