iTunes tries to tell me I have no internet connection!

Today, for the first time in weeks, I tried to use iTunes to download "The Dead Daisies" album, as it doesn't seem to be available other than as a download
iTunes won't access the store, saying 'check your internet connection'. Needless to say, the only things that have happened since I last accessed the store was 'upgrading' to Windows 8.1 on my laptop, and upgrading to the newest iOS on the iPad.
My internet is otherwise working fine (how else would I post this?), but I note that I can't access the iTunes store on my iPad3 either, which just goes into a 'sulk' with the hourglass thingy running continuously.
Is the problem at my end or Apple's?
