I cannot adequately get across how much this phrase irritates me on this forum (and anywhere in fact).
What does it mean?
What does it add?
Is it perhaps a euphemism for "I'm a bloody idiot so ignore everything I have just said previously"?
just saying.
Mostly it's used when the speaker/writer has no intention (or in some cases, the ability) to defend or prove what they've just said or written. It's usually used as a kind of pre-emptive defence, or else to absolve oneself of responsibility for what's been said.
Quite useful as a conversational tool, but, as you say, it's quite annoying.
Even worse, in my opinion, is "I'm just saying it/telling it like it is" which usually means that someone has spouted, or is about to spout, a load of old bollocks - often of a suspiciously bigoted nature.

i have uniqute and nsats in 2nd system and have the nsats wall mounted at a much higher height than one would normally have speakers at If stand- mounted
not saying you have to, just saying you can.

You do realise you've now joined Sloop on the list of "bad boys", RESPECT.
I actually think the worst neologism to have entered the language in the past few years is "vinyls". There is no such thing. There is vinyl (a medium, or a material), and there are records, vinyl LPs, vinyl records, etc.
But vinyls? NOOOOO!
