Certainly, in the USA, location and competition determine price and generally, therefore, utilization.  For example, I pay $59.95/month for 200/20mbps at my main home where Time Warner Cable and Google Fibre are in direct competition.  At my vacation home where the only provider is Shentel, I pay $59.95/month for 10/2mbps.  I could pay Shentel $200/month for 100/10mbps but I choose not to.

Nbpf, interesting, I see a Qobuz trace, RST in response to a combined FIN, ACK is not necessarily a failure... it’s simply a way of one of the hosts clearing the transfer after the other host has acknowledged and sent a FIN. I understand this handshake is quite common on Linux platforms... and from your trace it appears may be happening here.
