Well, it has to be Chris Youlden, Savoy Brown late 60's very early 70's.

Got to be Jagger for the reasons already given.

However for pure theatre Ian Dury.

Bobby Gillespie (Primal Scream)

Jarvis Cocker (Pulp)

Ian McCulloch (Echo & The Bunnymen)

All different, highly individualistic, each one awesome in their own way.

I don't see any mention here of Steve Marriott. Any better r&r voice than his?

Agree about how fabulous was (is) Paul Rodgers. And Rod Stewart with Faces was the best I saw live.
